This study was carried out by a team of researchers from the National Institute of Economic and Social Research, the Groningen Growth and Development Centre and The Conference Board. The study was commissioned by DG Enterprise of the European Commission as part of their programme on the Analysis of Competitiveness. The full report report is also available in print from the Commission's offices in London and Brussels or in any outlets that sell Commission publications.

In July 2004 the Directorate General for Economic and Social Affairs published an economic paper, titled An Analysis of EU and US productivity development (a total economy and industry level perspective, which makes extensively use of this study.
